As always they'll try to scam you even though there is a chart with rates right at the taxi stand outside the main exit.
A good price for a taxi ride from Ho Chi Minh airport to the city centre is approximately 150.000 VND even though going by meter can sometime result cheaper depending on what part of town you need to reach.
According to the chart it is 10.000 VND every 700 meters. If you know how far your destination is you are all set.
